System coldstart procedure.

Description

initiates the sequence of activities that must be performed each time the system is powered on.

This is the last step in the system boot sequence. Coldstart sets (or prompts for) the time and date, starts printer(s), starts the Spooler subsystem and phantom ports, and resets the accounting history file.

Any site-specific 'coldstart' processes should be placed into an item called 'user-coldstart' in the md of the 'dm' account.
